The Perform Medical-Lock Attendant Duties for Compressed Air Works is a mandatory seven-day training course for individuals who are assigned as Medical-Lock Attendants at a worksite that requires personnel to work in compressed air (CA) environment.

Learning Objectives

At the end of the course, course participants will be able to:

  • State the WSH Act and subsidiary legislation governing compressed air works (CAW).
  • List the roles and responsibilities of a Medical-Lock Attendant.
  • Explain the medical condition of compressed air illnesses (decompression illnesses (DCI) and dysbaric osteonecrosis) and barotrauma.
  • Carry out hyperbaric treatment using approved tables for neurological evaluation.
  • Calculate air pressure for CAW.
  • Carry out compression of personnel before entering into compressed air (CA) environment.
  • Identify fire hazards and use the fire extinguishers in tunneling and CAW.
  • Carry out decompression of personnel who are leaving CA environment.
  • Apply oxygen first aid and chamber nursing.
  • Apply different forms of life support (CPR & mechanical aids).
  • Analyse health declaration form for all CA learners.

Who Should Attend?

A mandatory training course for individuals who are assigned as Medical-Lock Attendants at construction worksites or any place that requires personnel to work in compressed air (CA) environment. No person shall be employed as a medical-lock attendant in a worksite where work in a compressed air environment is carried out unless he has received adequate training to familiarise him with the hazards associated with compression, decompression, and compressed air illness and with the keeping of records under these regulations.

Learner's Assumed Skills and Knowledge - Entry Requirements

  • Learners must be certified medically fit to enter a compressed air environment by a designated factory doctor (DFD).
  • Learners should not be physically handicapped and should have normal colour vision
  • Learners must be trained in first aid
  • Learners  to  possess  knowledge  of  diving,  compressed  air  work, hyperbaric environments or hyperbaric medicine and fire-fighting
  • Learners need to have successfully completed

A maximum of 12 learners per course.

Course Attendance

Minimum of 75% attendance.

Assessment and Certification

Written/ Practical Assessment

  • The total allocated time for the written assessment is 1 hour; for practical assessment is 3 hours.
  • The passing mark for the written assessment is 60%; the practical assessment is 100%.
  • The learner must pass BOTH written and practical assessment in order to be issued with the certificate of successful completion.
  • Failure to pass the written assessment will render a “Fail” outcome for the learner and he must then re-take the course before re-attempting the assessment.
  • The number of attempts a candidate is allowed to be assessed in the written assessment is ONE. The candidate certified “NOT YET COMPETENT” after the assessment, the candidate must be re-coursed.
  • A 60% passing mark requirement for written test 100% passing mark requirement for practical assessments.
  • A Statement of Attainment (SOA) will be issued by SSG for candidates who have been assessed as “Competent”.

Course Funding

1. Skills Development Fund (SDF) Training Grant – Up to 70% subsidy (eligibility criteria apply). Absentee Payroll (AP) approved.

*Final grant amount subject to SkillsFuture Singapore Agency (SSG) approval.

Eligibility: The general eligibility criteria are listed as follows:

  • Companies Trainee has met 75% attendance requirement (for non-certifiable courses)
  • Trainee passed assessment (where applicable)
  • Course fees have been fully paid (less training grant)
  • There is an employer-employee relationship and CPF contribution for employer-sponsored trainee 

The “Employer UEN” refers to the Unique Entity Number of the employer of the trainee whom it is sponsoring for the training. This entity must be the direct employer of the trainee, and must also pay the employee’s salary and other statutory benefits such as CPF contribution, medical benefits, leave etc. The UEN will be used to verify the employer and employee’s relationship between trainee and entity. Please ensure that the UEN inserted in the enrolment is accurate. 

For KBA Training to verify the employer-employee relationship, we will need to request for the latest CPF notification email screenshot of the sponsored candidate (showing candidate’s name and month of contribution sent by CPF board (notification@e.cpf.gov.sg) from sponsoring companies sending candidate(s) for any WSHC/SSG-funded courses. 

NETT Fee payment. Company will pay KBAT the unfunded portion of the course fee. The training grant application submitted by the company is first routed to the training organisation for endorsement, before routing to SSG. Training organisation is responsible to submit the claim to SSG upon course completion. Upon approval of the claim, the course fee funding will be disbursed to the training organisation and Absentee Payroll funding, if applicable, will be disbursed to the company.

2. SkillsFuture CreditAll Singaporeans aged 25 and above can use their $500 SkillsFuture Credit from the government to pay for a wide range of approved skills-related courses.
